Sir Arthur Lawley (1868–1932) was a retired military captain. At the time of this drawing, he had recently been appointed Governor of Western Australia. Born in London, he was sworn into office just days before travelling to Melbourne for the opening of the first Australian parliament. By 1902, Lawley had been appointed the Lieutenant-Governor of Transvaal, South Africa.
